In a recent interview with Steven Moffat, conducted by PressAssocEnts, Moffat mentions some key details about Series 7B, and what it will contain. Part-way through the interview Moffat says "We’ve got brand new monsters the Vigil and the Whispermen and a number of different things... - the Mummy and some zombie creatures as well."

Could these Mysterious Whispermen be the creatures from the finale (pictured at top of post)?
