Let's preface everything by saying that nobody knows anything. We're just puppets in that grand circus called "news". It seems that the following report was generated by some BBC official, which could either mean it's all true and the sky is falling, or that somebody somewhere got something wrong. Or everything wrong. We just don't know.
We've just discovered that this seems to come from one Wayne Clarke, self-described as "BBC Merseyside's Religious Editor". Here's what he had to say within the past hour.
It was part of a talk given today by Danny Cohen, Controller of BBC One at the Church and Media Conference
UPDATE: Sci-Fi Bulletin has written up an article about this news story, adding these remarks:
It has been reported that Cohen attributed the delay in new Doctor Who to showrunner Steven Moffat's commitments to Sherlock, the BAFTA-winning series he co-produces with Doctor Who writer Mark Gatiss.Still, judgement reserved.

WHAT? Commitments to Sherlock? He does three hour long episodes, that didn't affect series 5 last year so why should it affect series 7?

Dr Who are moving studios, so they will not be able to begin filming on Series 7 until Nov/Dec 2011. This explains why the series will not return in Spring 2012.
HOWEVER... there may be a split series 7, with 7.1 in Autumn 2012, and 7.2 in Spring 2013.

I think the biggest proof for a season 7 with Matt Smith is that MS himself stated on his Facebook page that he was hired for another 14 episodes in 2012.
